Not all Witches are Wiccans and not all Wiccans are Witches. Also, anyone can celebrate Sabbats, they are just observations of significant dates on the calendar.
If you are a Witch, you don’t necesarily have to follow the Wiccan rede or the law of 3, not every Wiccan for that matter does.
